Position Purpose and Objectives:
The Settlements Analyst responsibilities include accounting for transmission and wholesale energy purchases and sales made bilaterally and within an energy market; overseeing invoicing and payment for these transactions; performing account reconciliations and statement analysis related to these activities; analyzing daily market performance; and reporting these transactions to regulatory agencies.
Under general supervision of the Rates and Settlements Manager, manages Power Bilateral, Energy Imbalance Market (EIM), and Regional Transmission Organization (RTO) settlements, including confirmation, calculation, billing, invoicing, reconciliation of charges and payments, timely and accurate production of energy bills, invoice processing, SPP and bilateral settlements, reconciliation, meter data validation, reporting, audit support, and utilizing EIM and RTO Market software and meter data functionality. Further leads initiatives and projects in related areas.

Minimum Qualifications:
A bachelor’s degree in mathematics, accounting, finance, economics, engineering, data analytics, or a closely related field; or an equivalent combination of education, training, and relevant experience that provides the required knowledge and abilities.
Electric cooperative or electric utility experience preferred.
Energy Settlements Analyst I:
AND a minimum of one (1) year of relevant work experience that is consistent with the job classifications and progression. Experience working with energy trading, settlements, scheduling, operations, or back office preferred.
Energy Settlements Analyst II:
AND a minimum of three (3) years of relevant work experience that is consistent with the job classifications and progression. Demonstrated experience with energy settlements preferred.
Senior Settlements Analyst:
AND a minimum of seven (7) years of relevant work experience that is consistent with the job classifications and progression. Demonstrated experience with energy settlements.

Complexity of Work
Performs routine to moderately complex assignments involving recurring settlements, billing, reconciliations, meter data validation, reporting, and audit support.
Performs moderately complex to complex assignments involving multiple markets, counterparties, charge types, contracts, tariffs, disputes, controls, reporting, and projects.
Leads complex, unusual, and cross-functional assignments involving market implementations, significant settlement issues, contract and tariff interpretation, systems, controls, and strategic initiatives.

Applies established procedures, protocols, contract terms, business rules, and system processes to recurring issues. Escalates unusual, high-risk, or complex matters.
Exercises independent judgment in evaluating settlement, billing, meter data, financial, contractual, and process issues and develops recommendations that balance accuracy, compliance, deadlines, and operational needs.
Exercises substantial independent judgment in matters with significant financial, contractual, regulatory, or operational impacts and provides recommendations that influence functional or organizational decisions.
Problem Solving
Researches and resolves routine settlement discrepancies, invoice questions, meter data issues, and reconciliation differences using established procedures and available resources.
Investigates complex settlement and data issues, identifies root causes, evaluates alternatives and impacts, and implements or recommends practical solutions.
Evaluates complex or unusual issues affecting markets, contracts, systems, controls, financial results, and organizational risk and develops long-term solutions, analytical approaches, and strategic recommendations.
Independence and Latitude
Assignments are generally defined and recurring, with guidance available for new or unusual situations. Works within established priorities, policies, procedures, protocols, and deadlines.
Assignments are generally communicated in terms of expected outcomes, deadlines, and department priorities. Latitude to determine methods, priorities, and approaches. Works independently with periodic review of results.
Assignments are broad in scope and require interpretation of competing priorities, market requirements, contracts, tariffs, and business impacts. Acts with substantial independence in establishing priorities, leading initiatives, and developing recommendations.
Impact:
Timely and accurate settlement of physical and financial energy transactions is essential. Errors in judgment or failure to achieve results may result in financial impacts and require significant time and effort to resolve. This position supports United Power’s ability to deliver cost-effective, reliable service to its members.
Liaison:
This position spends equal time interacting with internal and external contacts. Works with all departments and various external vendors.

Working Conditions:
Work is performed inside an office building at normal temperature ranges one hundred percent (100%) of the time. The work environment has a moderate noise level and includes regular interruptions. Work generally follows regular business hours; occasional work outside normal hours may be required to meet settlement calendars, reporting deadlines, audit requests, market events, or project requirements.
