    Key Responsibilities

    Health Program Specialist III – Vital Records Administration

    Are you passionate about preserving vital health data and managing essential public health records with precision? The Utah Department of Health & Human Services (DHHS) is seeking a detail-oriented and organized Health Program Specialist III to join our dedicated Vital Records and Statistics team. This is a unique opportunity to play a vital role in managing birth and fetal death registration, conducting hospital site audits, and supporting statewide vital statistics systems, where your work will directly support our mission of advocating for and serving all individuals and communities in Utah.     Day-to-day responsibilities of this position:

    • Birth & fetal death registration: Daily screening, registration, and imaging of birth outcomes, fetal deaths, and supporting voluntary declaration of paternity forms using medical terminology and record-keeping knowledge.
    • Customer service & outreach: Provide technical and procedural support to application users , handle complex inquiries, mediate difficult registration scenarios, and offer guidance on OVRS statutes and policies.
    • Data quality & review: Regularly review and resolve data quality query reports, address missing or erroneous values (e.g., birth defect network data, natality items), and ensure annual statistical cutoffs are met accurately.
    • Specialized filings & non-amendment processing: Assist customers with un-assisted home birth fi lings and delayed birth certifi cates; process non-amendment requests daily using verifi cation tools.
    • Field staff training & stakeholder education: Develop educational materials, deliver presentations at regional meetings, assist with online tutorial development, and provide ongoing training to hospital staff and stakeholders on registration procedures.
    • Hospital site audits: Schedule and perform thorough on-site audits of hospital worksheets and medical records, review compliance with worksheets/forms, and deliver post-audit feedback and reporting within designated timeframes.
    • Communication & activity reporting: Publish a monthly educational newsletter for facility users and maintain detailed weekly activity logs for supervisory review.

    Qualifications

    Demonstrated knowledge of medical terminology and hospital medical record-keeping procedures.

    • Ability to work closely with a team and independently complete tasks.
    • Strong communication, mediation, and customer service skills.
    • Strong understanding of technology and basic data skills.
    • Research and policy decision making skills.
    • Ability to travel for hospital site audits and state regional meetings, adhering to professional standards and vehicle policies.
    • Excellent organizational skills and attention to detail.

    Preferred or trainable/on-the-job qualifications:

    • Knowledge of Utah-specifi c vital statistics statutes and rules, privacy rules, and state record retention schedules.
    • Experience with different reporting tools.
    • Experience conducting on-site medical audits, compliance reviews, or medical record reviews.
    • Experience creating educational newsletters, training materials, or online tutorials for external stakeholders.
