    VOAC recognizes the unique needs of the older adult who needs a wheelchair ramp to stay at home safely, and the preschooler whose family needs additional resources. VOAC supports veteran’s efforts to exit homelessness as well as provides a safe place for survivors of domestic violence. Wherever VOAC goes, it combines relationship-building, volunteers and quality services to lift and support our neighbor’s efforts to become self-sufficient and reach their full potential.

    ** The Program Manager provides leadership and oversight for the Veteran Transitional Housing Program (GPD), ensuring the delivery of high-quality, trauma-informed, Housing focused services to veterans experiencing homelessness.

    This position is responsible for supervising staff, managing program operations and budgets, ensuring compliance with all applicable VA, federal, state, and local regulations, and achieving contract outcomes. The Program Manager fosters a culture of accountability, continuous improvement, and staff development, while promoting positive housing and employment outcomes for program participants.

    This role operates within a shelter and transitional housing system and requires regular rotation of on-call responsibilities to support 24/7 program operations and respond to urgent or crisis situations.

    Essential Duties and Responsibilities

    · Ensures that the participant's voice is heard, and when appropriate the resident's ideas play a prominent role in programming

    · Oversees the assigned grant agreement by ensuring compliance with grant commitment and expectations of program funders and VOA, including the provision of supportive services.

    · Trains, supervises and evaluates staff members. Ensures compliance with the requirements of their respective job descriptions and accordance with established best practice standards.

    · Composes and manages annual program budgets representative of grant agreements with program funders; monitors expenses and revises budgets as needed.

    · Conducts and facilitates regular internal reviews of all components, including monitoring for compliance to program requirements and best practice though client file reviews and client and community feedback. Provides follow up and/or corrective action as necessary.

    · Is proactive in remaining apprised of evolving program regulations, standards, and best practice, and effectively integrates these practices into program operations.

    · Collaborates with administrative services staff to ensure that appropriate financial, personnel, and operational standards are adhered to as indicated by grant agreements with program funders.

    · Aggregates and reviews program data to determine the effectiveness of services and progress in meeting service goals as indicated by program funders.

    · Utilizes program data to develop strategic action plans for outreach and service delivery.

    · Ensures program staff provide accurate and timely documentation, adhere to confidentiality, record keeping, reporting, and data entry and collection standards.

    · Coordinates activities among community and maintains excellent working relationship with community stakeholders.

    · Assists in preparation of regular grant applications, updated, or requests for information.

    · Collaborates with statewide field office staff to facilitate the continuity of high-quality services.

    · Performs all other duties as assigned.

    Key Outcomes

    = 70% of participants exit to permanent housing

    = 60% of participants are employed at program discharge

    = 20% negative exit

    >80% occupancy maintained nightly

    Supervisory Responsibilities

    · Supervises client service teams.

    Working Conditions and Physical Requirements

    · Travel throughout the program’s service area is required on a regular basis.

    · Must be able to work in different and, at times, uncomfortable environments such as homeless shelters, service facilities, streets, offices, and all other locations as necessary to fulfill program objectives.

    Position Type and Expected Hours of Work

    · Full-Time

    · Schedule may include evenings, weekends, and on-call rotations based on program needs

    LOCATION

    · Throughout program service area.

    SALARY: $60,000-$65,000 annual exempt
