The Procurement Specialist I supports the full federal acquisition lifecycle, from requirements analysis and procurement planning through contract award and administration. The role works closely with program offices, contracting officers, and contractors to deliver compliant, cost-effective acquisitions, and supports procurement performance by developing data requirements and analyzing results against organizational goals.
Responsibilities:
Pre-Award Activities
- Analyze customer requirements and recommend revisions to statements of work (SOWs), performance work statements (PWSs), and specifications to improve clarity, competition, and compliance.
- Conduct market research to identify capable sources, assess commercial availability, and support small business set-aside decisions.
- Develop procurement plans and acquisition strategies, including milestones and timelines for each action.
- Determine and recommend the appropriate contract type and vehicle, including delivery order and task order contracting and strategic sourcing opportunities.
- Prepare solicitations and supporting documents in accordance with the Federal Acquisition Regulation (FAR) and agency supplements.
Post-Award Activities
- Coordinate with contractors after award to make sure they fully understand contract terms, conditions, and deliverables.
- Prepare, process, and track contract modifications.
- Monitor contractor performance and help resolve issues related to non-compliance, disputes, or performance deficiencies.
- Maintain complete and accurate contract files throughout the contract lifecycle.
Data Analysis and Performance Measurement
- Develop, implement, and analyze data requirements for procurement planning and measurement systems.
- Evaluate procurement activity performance against established indicators, metrics, and goals, including small business and socio-economic goals.
- Analyze procurement data to identify trends, recommend process improvements, and support management reporting.
Qualifications:
- Certification: DAWIA or FAC-C Level I in Contracting (or the current equivalent under the updated DAWIA/FAC-C certification frameworks).
- Knowledge, Skills, and Abilities: Working knowledge of the FAR and applicable agency supplements.
- Familiarity with Small Business and socio-economic statutes and programs, such as 8(a), HUBZone, SDVOSB, and WOSB.
- Understanding of specialized contracting methods, including strategic sourcing and IDIQ delivery order/task order contracting.
- Analytical skills sufficient to interpret procurement data, identify trends, and measure performance.
- Clear written and verbal communication with program offices, contracting officers, and contractors.
- Strong organization, attention to detail, and the ability to manage multiple procurement actions against deadlines.
Preferred Qualifications:
- Experience with federal contract writing and procurement systems (e.g., PRISM, PD2, SAM.gov, FPDS, PIEE, or agency-specific systems).
Education and Experience:
- Bachelor's degree (BA/BS) or equivalent.
- At least 2 years of federal contracting experience covering both pre-award and post-award functions.
