Sr. Manager of Construction
Reports to: Director of Constrcution
Location: Phoenix, AZ
Position Summary:
Wecom Fiber is seeking a seasoned Senior Manager of Construction to provide strategic leadership and enterprise-wide oversight of all Outside Plant (OSP) and Fiber-to-the-Home (FTTH) construction activities across our growing Arizona network. The ideal candidate brings deep expertise in large-scale fiber deployment, proven ability to manage Construction Managers and contractor workforces, and a track record of standardizing construction practices across multiple build programs. This role is critical to ensuring that all construction activities are delivered safely, on-schedule, within budget, and to the highest quality standards, while driving continuous improvement and operational efficiency throughout the construction organization.
Key Responsibilities:
· Provide senior leadership and oversight for all aspects of OSP and FTTH construction activities across Wecom Fiber’s Arizona territory, including aerial, underground, direct buried, and building-entry applications.
· Lead, mentor, and develop a team of Construction Managers and Contract Administrators through coaching, performance management, and professional development planning.
· Standardize construction practices, workflows, and quality standards across all build types and programs (FTTH, MDU, commercial, and network expansion).
· Own and manage capital and expense budgets for OSP construction projects; conduct ongoing budget-to-actuals analysis and ensure financial accountability across all active projects.
· Scale and manage the contractor workforce to meet current and future build program demands; oversee bidding, vendor selection, and contract negotiation processes.
· Align internal and external construction teams with Engineering, Design, and Permitting departments to drive efficiencies, shorten project durations, and reduce change requests.
· Oversee development, coordination, and execution of enterprise-level project schedules; proactively identify and resolve construction roadblocks and escalated issues.
· Champion a strong safety culture; ensure compliance with OSHA, NESC, and all applicable health, safety, and environmental regulations across all construction activities.
· Partner with local, state, and federal authorities on permitting, ROW acquisition, and utility coordination to maintain construction schedules.
· Use data and operational metrics to drive continuous improvement and construction team operational excellence across all market areas.
· Provide executive-level reporting and strategic updates to senior leadership on project pipeline, performance metrics, challenges, and milestones.
· Support network expansion strategy into new markets by evaluating construction capacity, contractor ecosystems, and build feasibility in target areas.
Qualifications:
· Bachelor’s degree in Construction Management, Civil Engineering, Telecommunications, or a related field preferred; Master’s degree a plus.
· Minimum of 8–10 years of progressive OSP construction experience in the telecommunications or fiber broadband industry, with at least 3–5 years in a senior management or leadership role.
· Deep knowledge of FTTH/FTTP outside plant construction practices, including aerial, underground, and buried plant, for both residential and commercial deployments.
· Demonstrated ability to manage and develop teams of Construction Managers, field supervisors, and contract administrators across multiple concurrent build programs.
· Proven track record of managing large capital budgets with accountability for cost control, financial forecasting, and budget-to-actuals reporting.
· Experience leading contractor workforce planning, bid/RFP processes, contract negotiations, and vendor performance management.
· Strong cross-functional collaboration skills; ability to align construction execution with Engineering, Design, Permitting, and Operations teams.
· Thorough knowledge of OSHA, NESC, and applicable federal, state, and local construction safety and environmental regulations.
· Proficient in project management software, GIS tools, and Microsoft Office Suite (Excel, Word, PowerPoint); familiarity with fiber management platforms (e.g., Vetro, QGIS) preferred.
Preferred Qualifications:
· Professional certification such as PMP, CCM, or equivalent is strongly preferred.
· Experience with FTTH/PON network architecture, OSP design review, and make-ready engineering processes.
· Familiarity with LEAN construction concepts and continuous improvement methodologies applied to field operations.
